Ban Reports

The other day while I was playing I was hearing people call out GrimWinter as an Aimbotter.
Well I'm currently an admin in another community, and have see my share of aimbotters, and wanted to take a quick look. Well, Testicular said it lost quality as the it was being uploaded.

In my other community we use the record command and play for .dem files as proof of people hacking/breaking rules. Reason for this is because you can't tamper with a .dem file.

This also preserves quality of the recording.
I don't know where this would go, but it is a good suggestion.
