Add IDBan to Operator's group.

For a while, I've seen many people RDM T's, Innos, Detectives, etc. In the end, they always leave, and even though I have the Steam_ID, I cannot actually ban them when they leave the server.

I think it would help a lot for when an RDM'er leaves after a mass RDM, I can steam_ID ban them as an Operator.

I agree with this, but in the future just post a user report and have it say, their steam ID and what they did and an admin will pick it up. A 24 hr ban wont really do much for mass rdm punishment...

Well I was the one who got you able to ban at all becuase I convienced Deso to allow us to ban for up to an hour. Apprently this time was lengthened, but not I dont think he made it permanent.
